I do believe that the words "with integrity" and "of those who fear him" which you highlighted are essential. It really couldn't be otherwise, unless God was to be merely a comfort blanket or a dispenser of our selfish desires. In my NIV, Hosea 6 is headed "The people's insincere repentance" which I think reflects the chapter accurately. But Jesus gives assurance to those of us who doubt our integrity; I think of the father who said to Jesus "I believe; help my unbelief", and Jesus healed his son, thus giving him his desire. Integrity and strength of conviction are not the same thing.
